Background

Administrative Training Institute (ATI) is the apex training institute of State Government of Karnataka (GoK), which conducts regular training programmes for the Gazetted Probationers of the State Civil Services. It also caters to the capacity enhancement needs of bureaucrats, group ‘A’ and ‘B’ officers at state level and group ‘C’ and ‘D’ officers from various departments of state government. ATI also conducts training programmes for the officials of various grades from central government, officials from other states of the nation and others. The capacity enhancement programmes of ATI are a blend of content, practical exposure ranging from institutes of repute to villages and tribal hamlets, and interactions / dialogues, debates, panel discussions, etc. with eminent personalities, which will directly help the participants in bringing a perspective shift for the overall development of the masses and thereby lead to advocacy for policy changes. ATI possess state of the art infrastructure in terms of residential blocks with all the required amenities, catering services to match the participants’ food needs, completely equipped class-rooms with technology matching the needs of present day training, faculties with immense academic and field expertise, sports complex with excellent facilities for yoga, swimming, Horse riding, indoor games, etc. ATI also provides very good ambience for the conduct of training programmes, which not only helps the participants to gain knowledge and skills, but also concentrate on their personality and physical development.

In the backdrop of the above, the ATI with a desire to enhance the capacities of the officers of the State Government of Karnataka on the crucial issues of discrimination, atrocities, development of vulnerable groups in order to form a socialistic pattern of society in the country, has started the Centre for Social Justice and Equality.

The Centre’s Need

Social Justice and Equality are two side of the same coin. These are the pillars of socio-economic and political development for any nation. Further, the Indian Constitution enacted in 1949 and adopted in 1950 enshrines equality and social justice as the cardinal principles of the Indian democratic system. Vision

As an premier Institute for Excellence for formulating of policy, plans, training and research on Socio-economic issues & challenges  and to be renowned as a foremost Institution in the State in the field of Social Justice and Equality to strengthen surprised class like Scheduled Caste , Scheduled Tribe,  other Back Ward Class, Women and Children, Transgender,  others from subaltern communities  and human rights culture & an all inclusive pluralist society, free of violence, injustice, discrimination, prejudices and stereotyping.

Aim

The Centre for Social Justice and Equality aims at capacity building of the state officers and officials working in government departments and government funded institutions on the critical issues of discrimination, atrocities, development of vulnerable section of the society and related aspects.      It also aims to strengthen grassroots sections of the society like the SC/ST, OBC, women, children, transgender (LGBT), persons with special needs, the aged, and other subaltern communities to achieve the goal of equality.

Objectives

  • To conduct training programmes, workshops, seminars, conferences, etc. on the issues related to Social Justice and Equality to achieve socio-economic development as per “the Vision 2030” for sustainable development.
  • To undertake capacity enhancement and sensitization of officers / officials (at ATI and DTIs) and advocate for policy changes at the State.
  • To develop case studies, conduct action research on socio-economic conditions of marginalized groups including the Scheduled Castes, Scheduled Tribes and other suppressed class at grassroots level.
  • To develop e-content like e-journals, etc. on Social Justice and Equality.
