During the Fifth Plan period it was felt necessary to train supporting staff of the Government belonging to Group 'C' and Group 'D'. To meet this need, 4 DTIs were established in 1974-75 at Mysore, Bangalore, Dharwar and Gulbarga. So far 19 DTIs have been established in a phased manner. Bidar and the newly formed Districts were attached to the nearby District for the purpose of Training.


The main function of DTIs is to provide job training to the Group 'C' and Group 'D' officials of all the Departments of the State Government and to conduct general courses and short duration refresher courses for in-service personnel of different departments. Most of the DTIs are having Hostel facilities. Most of the classes are handled by the teaching staff of DTIs. In addition to the internal instructors, experts from outside are also called for special sessions.
